Notice Of Study Commencement

The Township of Essa (Township) is undertaking a Schedule ‘C’ Class Environmental Assessment (EA) for the expansion of the Angus Wastewater Treatment Plant (WWTP) to address capacity needs identified in the 2022 Infrastructure Master Plan (IMP). Any required upgrades to the WWTP – such as performance and capacity enhancements to support future growth and continued discharge to the Nottawasaga River – are included within the scope of this Schedule ‘C’ Class EA.

The Schedule ‘C’ Class EA process is to be completed in accordance with the requirements of the Municipal Class Environmental Assessment (Class EA) process (October 2000, as amended in 2015, 2023, and 2024) and in accordance with the Municipal Engineers’ Association (MEA) guidelines. As part of the Schedule ‘C’ Class EA process, the Class EA will confirm findings from the IMP, exploring existing conditions and developing preferred solution design concepts and preparing the final Environmental Study Report (ESR). This process will allow for implementation of the final phase expansion option for the WWTP.

Greenland International Consulting Engineers (Greenland), in partnership with R.V. Anderson Associates Limited (RVA), will collaborate to complete all phases of the Municipal Class EA process, including an Assimilative Capacity Study (ACS) and a WWTP facilities performance and capacity assessment.

Public Consultation is vital to the success of this study. We want to ensure that anyone interested in this project has the opportunity to provide input. Therefore, various forms of public consultation will take place over the course of this study to receive public input and comments. A virtual Public Information Centre (PIC) will be held to present alternative servicing strategies and receive public input. Notice of the PIC will be = published in advance of the meeting. At the completion of the EA process, the ESR and the project file for this Schedule ‘C’ project will be filed for public review and comment.

Project updates and notices will be posted on the Township’s website (www.essatownship.on.ca) to inform the public of the Class EA’s progress. Residents and interested parties are encouraged to regularly visit the website to find out more about the Study.
